WHAT IS PoliceBCMR?

PoliceBCMR is a technological means of attaching automobile owner’s special and unique biological characteristics (biometrics) and personal data to their vehicles for authentication, protection, crime prevention and control purposes which operates on a smart card and handheld card reader. This is also a specially developed enterprise solution for centralization and validation of vehicle documents in order to create and authenticate the database for police operational use and management nationwide. Particularly for countries in West Africa where band width is low for efficient telecommunication and internet connectivity coupled with inconsistent GPRS that has been an hindrance to efficient automobile tracking technologies. The Handheld device does not rely or need internet connectivity and electricity to operate anywhere in the country.

VEHICLE TRACKING AND DEMOBILIZATION

Query System with respect to Means of Identifications (like national IDs, Driver’s License, and Passport etc.) Vehicle Recovery Database (both registered and unregistered) Bulk SMS and Email to all Registered Users. This service is only avaliable to vehicle owners that subscribe to PoliceBCMR Vehicle Tracking System.

INCIDENT REPORTING

A registered user can send an email or SMS message to a dedicated PoliceBCMR Number, indicating the Keywords like accidents, the license number or the users PoliceBCMR Vehicle Identification Number (VIN). Message can only be sent from registered emails and GSM numbers, this is to avoid people sending false alerts. When incidents are reported from unknown numbers, the message will not be broadcast automatically to field officers, but will be sent to the monitoring centre for verification before being transmitted to field officers. Incident types can be setup in the system at the administration level and alert reactions can be customized for each incident types. Available Incident Types are Email, SMS, Online (via user portal), Phone Call to PoliceBCMR help desk

VEHICLE OWNER DOCUMENT EXPIRY NOTIFICATION

PoliceBCMR users will receive SMS and emails 2 weeks before and after expiration of various vehicle documents. This will allow for fast reminder of documents renewal and update of their PoliceBCMR details.

CRIME WATCH LIST

The system can be used as watch list to store wanted people details and broadcast to field officers handheld. When smartcard or fingerprint are used on the handheld, if the owner of the vehicle is already on a watch list, the handheld device will display an alert indicating or showing the picture and crime committed.

FORENSIC ANALYSIS

PoliceBCMR is design to be used for forensic analysis. Fingerprints can be matched or verified against registered fingered collected during registration.

PoliceBCMR is design to match 20 million fingerprints per seconds (the speed depends on the size of registered prints.) 20 million fingerprints is equivalent to 2 million people (10 prints per person). Facial Matching can also be achieved with PoliceBCMR; our database can be match with still pictures, frames from a video stream. The system can match 500,000 pictures per minute (if you have a registered database of 150 million, the likely match time for facial recognition is about 300 minutes [5hrs]).

MOBILE HANDHELD

The mobile handheld customized to PoliceBCMR is design to retrieve information stored on Smartcards, using registered individual fingerprints, querying the device by entering details like License/Plate Number, Engine Number, Chasis Number, Driver License Number. If all documents are up to date it indicates that the vehicle owner details are perfect, else it indicates documents which are expired.

LARGE QUERY/INFORMATION FINDING

A full text query can be initialized against PoliceBCMR Application. Any captured information during registration can be used to query the application and this information can be compiled together to get a trace to an individual or people. PoliceBCMR database can be queried at the centre office for information like

• Date of Birth
• Name (surname, first name, middle name)
• Location (residential or business address)
• Identification numbers (ID card numbers)
• Vehicle Make, Model, Year, etc.
• Vehicle Color (both interior or exterior)
• Occupation
• Vehicle Components like Engine Number, Chasis Number, License Number, etc

Because the result of such query can be more than one, this query can still be narrowed until a perfect possible is achieved.

VEHICLE TRACKING AND DEMOBILISATION

Vehicle location can be tracked, upon reported and a vehicle being tracked can be demobilized or deactivated. A GPS tracking device will be fitted into the vehicle and captures the GPS location information apart from other vehicle information at regular intervals to a central server. The other vehicle information can include fuel amount, engine temperature, altitude, reverse geocoding, door open/close, tire pressure, cut off fuel, turn off ignition, turn on headlight, turn on taillight, battery status, GSM area code/cell code decoded, number of GPS satellites in view, glass open/close, fuel amount, emergency button status, cumulative idling, computed odometer, engine RPM, throttle position, engine RPM and a lot more.

VEHICLE RECOVERY DATABASE

A database is created for recovered vehicles which have being registered in PoliceBCMR Solution or vehicle which owners are unknown. This feature allows users to come and claim ownership of vehicles. If a vehicle is recovered and the details is already in the system, an alert in form of SMS, Emails, Automated Voice Calls, etc. will be received by the owner stating the location and where the vehicle can be claimed. Unregistered Vehicle which has being recovered will be listed on PoliceBCMR website, which is available to the general public.

BULK SMS AND EMAIL TO ALL REGISTERED USERS

Information can be broadcasted to all registered PoliceBCMR user either through email or SMS. PoliceBCMR can be used to reach a great number of people as more and more people register.
